The book begins with a short introduction as to why it was written and what is hoped to be accomplished. Then it proceeds to work through various Psalms and apply them to various suffering situations. The Psalms give us permission to be real and honest about suffering before God. They give us permission to cry out with questions.
In the end, after reading this book, you will have to conclude that the answer to the question posed by the title is, "No, we've not been deserted by God".
Read it if you are experiencing suffering. Read it if you are not - because you will someday if you live long enough.
